It’s because of these lanes. Without lower speed limits, how would the toll collectors get out to use the bathroom or leave for the day? Where the speed limits are going up on toll lanes, it’s where those lanes don’t have a potential pedestrian crossing conflict.

Profile looks kind of coupe-like to me, the CHMSL is definitely set further in than the two primary brake lamps, like it's at the base of a rear window. I'm thinking either E90 or F32 3-series/4-series BMW coupe, maybe a current-gen Camry.
