I don't deny that laws like bumper height and the like are in place to protect the public. I was more angling toward the "sudden unexpected attack" side of things. Someone else said it, this is a blatant personal vendetta / fundraiser project. If they really want this done for the sake of safety, they need to institute safety inspections and require safety certification documentation to be held, same as an insurance card.
