I think Iredale makes a lash primer too, and they are very careful about ingredients is my understanding, so I suppose you might check that out? I haven’t tried it so I can’t report on its efficacy. 

Well, I haven’t checked on them recently, because they use ingredients I don’t want on my person, but when I checked ten years (or maybe 20? who knows. Long time.) ago, Revlon and MAC both stated they were. However, now I’ve checked again and I see you are right. They both sell in China so they aren’t.

Blinc has a really great mascara primer too. 

How is this possible? There are oceans of brands that are cruelty free. If you buy drug store brands last time I looked Revlon was cruelty free. Pacifica is cruelty free. Mineral Fusion is cruelty free. MAC is cruelty free. How can you not find a cruelty free brand? Where are you looking? I’m totally gobsmacked by…

Jane Iredale is cruelty free. Also, I think it’s a powerful thing to ask any company you are looking at if they are cruelty free. It reminds them that people care about this, and most respond quickly to email. Also, don’t forget to be sure your salon uses all cruelty free products (including coloring) on you hair!
