A show runner is a writer. He/She is the lead writer.
Very little of what you said is true, though....
Screenwriters, TV writers, playwrights, graphic novel writers, ALL have much more active influence over a given project and take a more frontseat role in shaping the narrative, structure, characters, voice, tone, etc than a game writer or narrative designer.
