I don’t even think it needs to raise up.  Just mount the plug at ground level with a lid that opens via app.  Move it closer to the curb to prevent a tripping hazard when someone is using it.  Kind of like floor outlets in a home.

I also don’t see pot shops, liquor stores, and a whole lot of other businesses that have been running full tilt. The lock down was totally arbitrary and made no sense. That’s why people are rebelling against it.
