Making a small run of any variation on a standard product is extremely expensive if different processes, different tools, or extra steps have to be taken in production.

He may of been in the left lane to allow someone to merge but then he brake checked the guy tailgating him. He could have moved over after the guy entering the highway merged in, but instead he escalated to brake checking.
