Yes, exactly, justification. People aren't really irrationally 'scared' about mental illnesses and that keeps them from assisting people suffering from them. It's a political technique used to achieve the process you described.
It's based on a different governmental ideology which differentiates Canada from the US but it seems the Harper government has been doing good work to change that.
