He's just a doppelganger who is in league with Bob. Just like we see a neutral and crazy tree and a neutral and crazy Laura in the Lodge. He's not Bob.
Considering this is a doppelganger, ie, Coop's dark side, it feels perfectly normal to me that a dark version of him would basically have Coop's traits, used for evil. Cooper is fastidious, passionate, and analytical. So is Coopelganger…but eeeevil.
