I was just thinking about this on the way home.  EVs should be able to run AC and other temperature control devices off the large battery.  As well as various monitoring equipment (for movement, weight, etc.).  ICE cars can’t do all that for any length of time with just the starter battery.

I would assume you would pick a few specific stretches of road, probably low speed commuting areas with very high density. obviously any car with this tech could also be charged normally.
