Doesn't always work. One time I had a headlight out, which I didn't even realize. I pulled into a gas station to get something in the store, and a cop pulled up behind me as I was getting out of my car. He never even turned his lights on. I ended up a sobriety test, which I thankfully passed.
Any idea why this is the case? This seems like an odd thing; you'd think that it's easier to have a long conversation about someone's illegalities when they're pulled over at a gas station.
