They didn't arrest for for resisting arrest. They arrested her for refusal to identify herself upon issuance of a citation.
According to the police (if they are telling the truth), it wasn't that she didn't have identification. She wouldn't tell them her name so they could write a citation. When they handcuffed her, she supposedly went limp so they couldn't take her anywhere and then started screaming.

It's mostly liberal. They do have blind spots, especially with gender and race, due to the abundance of white males writing.
Hollywood is pretty far from having a rightward slant. They definitely have too much sexism in the industry, but most of the tropes are ones that come from white, male, liberals.
