To be grammatically correct, you should use either the adverb Democratically, which modifies the verb controlled, or the compound (and hyphenated) adjective Republican- and Democrat-controlled, modifying states/municipalities.

Democratic. “Democrat” is a noun. Mouthbreathers are conditioned to be repulsed at the mere mention of “Democrat”, but not necessarily “democratic”, as it’s a form of reasonable government. Hence conservative media’s obsession with using the former in order to stoke more resentment and seething.

“Democrat” is not an adjective. The use of it as such is, however, a telltale sign that someone listens to a lot of conservative media, as that’s one of their bizarre tics.
