What well good is it if you cant play with it?

No he is definetly not. He regularly gets beat by scrub trainers and gym leaders and always finds a way to lose in the pokemon league. The one time he actually got pretty good which was the Sinnoh league the writers had to make him lose by facing him with some character out of nowhere who had a Latios and a Darkrai.

If I remember correctly they told the story of it in one of the episodes. It's an official Pokemon League hat that Ash won through a mail order contest. The symbol is probably the logo for the league or something.

By the laws of Pokemon you take half your opponent's cash every time you win a battle.
