If the punishment had been more fitting before, the fallout would be significantly less right now. As it stands, a lot of people, including sports media, are outraged at the NFL's perceived (and probably real) coverup.
Well I was speaking more hypothetically in reference to companies in general, but the NFL does actually have a governing body, you know. Each team sends a representative to the Executive Committee, and they have power to remove the commissioner if they think he's acted in a manner that damages the league in some way.
It happens all the time; the board basically says, "We don't want you anymore, but we'll give you a chance to resign and save at least a little bit of your dignity before we outright fire you. It's up to you." Given the choice, most people would choose to resign.
