Mipmapping refers to the texture(s) on the 3d mesh. LOD swaps high poly count meshes out for lower and lower poly count meshes, eventually swapping out to a 2d sprite. The sprite doesn’t use the mipmap at all, it uses a 2d projected image of the model as a texture projected onto a plane.

Nope. The limiting factor transitions away from speed to projectile material. Nothing reasonable survives the g-forces and speeds necessary to achieve the ranges you’re describing. The object will either break up during g-load, or burn up from the air friction.
