Read my post below. In the example I cited regarding our dragstrip, the city simply sent a letter threatening to condemn the property if they didn't agree to sell it to the city. The city denied it, and then proof of the letter was released. The city then backpedaled and said "oh, that's just standard procedure."

My aunt and uncle kept their 42' sailboat tied up in Kemah. Aside from an amazingly awesome Mexican restaurant and yacht clubs, it pretty much doesn't exist. The people there are as pretentious as they come, though. My aunt and uncle are from Sugarland, so that's saying a lot.
