Pence has his hands everywhere in this administration. I believe he is utterly complicit. There’s only two options for Pence: Either he knew and was complicit or he is kept out of the loop by the Trump inner circle and he is utterly ignorant of what is going on. Neither looks good for Pence.

The military has always operated on a “no excuses” policy. They deal in life-or-death situations and cannot afford to make any exceptions when it comes to responsibility or breach of trust.
