Representative democracy such as a Parliament or Congress (with a side helping of executive cabinets or departments) who can at least have a hearing on the matter to review all arguments before they act. I will never ever ever understand why they went to a straight-up vote for this. Allowing every common ass citizen to vote on something that frankly most people have no understanding of in terms of the financial ramifications, I mean...holy fuck what were they thinking?
