Depends on the situation. If you get T-boned while moving, you aren't responsible. If you stop and intentionally drive forward, then yes, you are just as responsible.

They do it in Colorado too, tho the difference is, they go on empty roads without traffic and NOT freeways in the middle of the day.

Honestly, I have a problem with street racing when traffic is ongoing, but if they shut down the road, it's not legal (and I don't want it to be), but I certainly don't think it's exactly bad either...
