The actors actually didn’t feel they could pull it off as a consensual scene- she was being sold, and the character was only 14 IIRC. The relationship does evolve.
She was 13 and was sold off to Drogo for an army. She had no choice in the wedding or the consummation, so I’m not sure I’d consider it consensual regardless of how it was written.
