What kind of 4 year old video card do you have? And what resolution are you running at? I highly doubt your 4 year old PC can run witcher 3 at 4K, 60 FPS, and highest settings at the same time.

It is, but it also requires devs to re-optimize their games for it. Getting a AAA game to run 4k 60 fps, on a 500$ console isn’t easy to do.
