If someone is a dog walker, it is incumbent upon them to to decline handling any dog in public (or otherwise, especially around people / other dogs) that they cannot control. Some dogs are dog-aggressive, and that is simply a fact. It (and/or any lack of training from their owner) does not make them “shitty dogs”.
