To be fair, I do enjoy the empowerment spell, though wish it had been handled differently. There should have been some clue as to how Buffy knew that was possible, and some hints at the consequences. But still, overall that was one part of the ending I thought was fitting.

I don't follow any wikis, but basically, the gang gets the Vampyr book from the first episode, which turns out to be the book in which all the rules of magic are written. Since the gang destroyed magic (in the S8 finale) and then rebooted it (S9 finale) they now get to rewrite the rules.
