Yes that is what is called consent. You can always say "you can do whatever you want EXCEPT touch my genitals, touch me here, penetrate me, etc." which would be limited consent, consent with boundaries and limitations stated.
When you tell someone they can do whatever they want to your body that is consent. NOT giving consent would include sound like "you can do whatever you want to me EXCEPT .... touch my genitals, penetrate me, etc."
