Comparing number of slots is not a good argument. UEFA has 54 teams of which 13 make it which is just about 1/4. CONMEBOL has 10 teams of which 5 make it which is 1/2. Clearly FIFA sees them as better since they get a higher percentage of their teams in the Cup.
