This would be true, however, most password cracking is done offline. Like you mentioned social engineering and SQLi are big issues. Hackers use those to try to get the password databases, then they do all the password cracking on their local machine or whatever.

An IP address is not a good way to identify you. You are almost certainly getting a dynamic IP from your provider that changes every so often. Also, your modem is really the only thing that has an external IP, so if you have multiple computers, you wouldn't know which one it was.
