This was masterful. 

I used to be an HR Administrator, and this was pretty common practice at the government agency I was employed by. If you have three candidates, you make an offer to your top one, and it’s not until *everything* is signed, sealed, and delivered, that you let all the other candidates know they didn’t get the position.
