Exactly! I loved the Puget Sound, but boy did I hate Seattle. But, it is a city that is allergic to public planning and competent management.
Actually, the camps are the problem. They do nothing to break the cycle of homelessness, and conditions in the camps (drug use, theft, sexual assault) exacerbate it as well. The real solutions are hard, costly, and not politically convenient.

I think that depends on the groups self-identification. I see a lot of self-segregation in the Asian communities, mostly based on country of origin, that is largely independent of white society’s reaction to Asians.
