In my experience, for city riding, the helmet is mostly for looks. I’m not getting much speed on my fenders-and-lights-and-rack-and-panniers bike. I’m pretty unlikely to get in a crash that involves hitting my head. (As opposed to my road bike, where I could really hurt myself if things went bad.)
