No one (yet) says that they told him no and he did it anyway. The problem was that when he asked he didn’t always wait for a response and that he didn’t always ask.
I am not saying this to say what he did was okay but I think we can all agree that consent is something that can be fuzzy around the edges. The right thing to do, of course, is to not operate at those edges.

I’m always reluctant to over-parse somebody’s language and project intent, but the fact that he chose this phrase and pivoted from the more more common “asylum” to “prison” speaks volumes.
He was going to go with “We can’t have the slaves running the plantation” but his sensitivity training clicked in.
