Where the rules voted upon by the residents? Because if you got enough residents together you could sue and overturn. Then ask to vote out the board and ensure it never happens again. Our overly aggressive busy body board was removed a couple years ago at my old place and it made it WAY more peaceful.

My HOA is WAY more worried about keeping the lakes filled with fish, the gym equipment new, the clubhouse running and the lake side home with proper boat docks.
