In modern times, yes. Back in the day it meant putting your life on the line for better wages and work hours. Now the stereotype is a bunch of goddamn pussies. It is not a wholly accurate stereotype, but it is true enough, and that is a frustration.

Basically, the government spends extra money. Poor people spend extra money (if they have any). Middle class spend (more slowly than the first two) extra money.
