Naked bikes originated from people taking the front fairing off of sportbikes. A naked bike is different from a retro bike, although you could say that the old Honda was the “standard” of it’s day in the same way that a naked bike is a “standard” moto today.

Right because the shape of a car has effects on other people (pedestrians), but not necessarily on the owner. So, since we can’t incentivize people to buy cars without spikes, we regulate. I’m trying to say that vehicle weight has safety externalities in the same way that spikes do.
