The FBI also had several agents out in the field trying to crack Hillary’s email server for more emails yet were too busy to go over to the DNC and talk to anyone in person after the DNC reported being hacked.

Rumor was that there was a rogue group of FBI agents who wanted to leak it to Chaffetz and the press because they wanted to take Hillary down. So Comey sent his letter out to try and head them off.

Lest we not forget, Comey read all the classified intel about Russia’s hacking and said there wasn’t enough evidence to go public and that to do so would make it look like partisan.
