I think it’s both - LVP is a producer for RHoBH so she gets paid if there is drama and Rinna is a loud mouth who can be counted on to stir it up, as proven by last season (although I was totes behind her on Kim’s addiction shit)

The ethics are easy to explain: it’s public record. No consent is required. Now, if you want to discuss the morality of it, go nuts. But it is not unethical to use public records in reporting news.
