Boeing has been outsourcing for long before the 787 program. Wichita (spirit aerosystems) makes the 737 fuselage, as well as the cockpit assemblies for all current boeing jets. Spirit's facility in tulsa makes the 737 flaps+slats, 777 slats, 777 floor beams, 747 wing box etc etc.

Actually the cost is on Spirit. The responsibility for the fuselages falls on the contractor until delivery.
