This looks like a car show. Often in car shows (with blocked out parking lots) organizers put cars wherever there is space, including handicapped parking etc.

Do they have really bad tunes or just suck at driving? The performance seems wildly different from one gear to the next.

What? green arrow=protected turn, flashing yellow arrow=yielded turn, solid yellow=about to turn red, red arrow=red arrow. This allows one more instance of yielded turning than with the old system. Consider for instance the situation where the opposite direction has a protected turn and a straight green light.

Yeah i like this feature because it adds in an extra yielded left turn where there wouldnt be one (on green arrow straight and turn on the opposite side of the street)
