I think the difference in this case is that Walter Scott was running away and was shot in the back. Similar to the case in DC of the officer (who was fired) who shot the motorcyclist after the cyclist rammed police cars and attempted to escape. That DC officer also shot the motorcyclist as they were fleeing.

Maybe a real statesman would have set up a pair of embassies - West for Israel, East for Palestine. That would have been a huge gesture. But alas, this is Trump and all he wants to do is keep promises to big donors and take some heat off his administration.

Right, a private apology to the one offended is all that is needed here. It would be up to the victim to make said apology public or not.
