That is actually not true. The ADA only grants those rights to service animals, which can only be a dog or a mini horse, and specifically not to ESAs. Now if you wanted to claim your dog/mini horse as a service animal, that would be another thing

Some states are taking,it into their own hands. Texas has created laws, that are federally compliant, that only dogs can be service animals and that there are no such things as emotional support animals.

Not sure what Hawaii’s quarantine laws have to do with this, but they way they do it makes sense.
