I think that it wouldn't be workable by definition. There's no way to prevent someone from making a new burner.
A number of reasons, including it being easy to circumvent, but I believe it's tied into the idea of having burners in the first place. It's not anonymous if their IP is being tracked.

I'm not talking about IP bans. I don't think they're effective for a number of reasons. I am advocating for tools to deal with issue, it being taken seriously by the designers of the system, and a robust moderating team.
Just set up a throwaway account. There's a lot of people who set up gmails with (Kinjausername)@gmail.com. Easy peasy.
