Small countries get special permission from the IOC to enter one athlete in one race, so there will always be a guy running a 4:10 1500 in the men's mile at the Olympics). You

That's what they race in. They do not train in those. They train in Zoom Elites and Pegasus and Structure and Glides and Supernovas and Gel Lytes and M890s. Normal lightweight running shoes, not barefoot shoes, not Vibram.
