The NYDN article doesn’t even quote anyone, it’s just “cops say.” It links out to other NYDN articles that you’d assume feature

If it was bad enough to apparently be damaging vehicles, sounds like there should have been some temporary cover used when not actively being worked on? I’ve seen that done before.

Nobody is suggesting that, merely that the underlying cause of the issue in this particular instance is one of mismanagement. The bank run was a result of that cause.

Combined with the track-ready brake setup, I suspect this guy used it or intended to use it as a track car. With the racing-type seats, if they are fixed in place, being able to remove the steering wheel is a boon to ingress and egress.
