They're probably doing backups, maybe checking/replacing hardware, and any other maintenance that requires the server and other equipment to NOT be in use.

Powerstone was Capcom; go talk to them. It was a fun game and I wouldn't complain about paying $5 for a digital download.
They would have to balance issues of some pokemon being way overpowered and find ways to keep it so that players with high power / level teams couldn't camp in starting areas and grief people just starting out, but let them still be able to go there and look for/do things.
