there are versions of the dc universe where Gotham City is in New Jersey with Metropolis across the water in Delaware so seeing one from the other isn’t completely far out.

would have been more interesting if they melded the universes much like what DC did with Earth 1 and 2 to make the bronze age.

you don’t go rogue if they are already rogue.. but if they shoot at you and miss and aren’t rogue and you shoot them then you will go rogue.. hopefully the update might make it a little harder for accidents to happen but it happens.

not too much different than killer croc.. and Poison Ivy is half human half plant.. so not out of the ordinary even for his rogue gallery.

there was another reason during the bronze age as well. in that one the reason was they simply didn’t have enough power to end the war since the Germans had the Spear of Destiny to block them and Japan had something around the same power level.

you could have filled this with nothing but animated since they are all better than the live action movies
