The use of the word ‘accident’ in the statement is particularly jarring. It’s not an ‘accident’ if 100% of the blame is to one party.
I’d wait for any new car to go through a mid-cycle refresh to work out the kinks before buying it. Or a Toyota/Lexus product as almost none of what they do is ever new new.

I’d ban him from driving for as long as it takes the cyclists to be whole again, physically and mentally. If that doesn’t happen, then so be it for the driver.

I was always taught when learning to drive, don’t make someone get out of your way, don’t make another driver have to move, brake, accelerate to get out of your way.
Drivers all cruising at roughly the same speed in multiple lanes across a 4-5 lane road.

I test drove a ID4 and thought it was slow and dull to drive. Even a Nissan Leaf felt spritely by comparison.
A 2 year old Golf R with 20-30k miles on it is currently around $41k on Autotrader, so a brand new one for $44k seems a bargain.
