Interference is a bit of a grey area that’s up to the referee to call I think, so I can certainly see why they did. It definitely looks to me like a planned attempt to ambush the keeper and interfere with the kick, rather than clever positioning to be able to block the kick after it’s taken.

I’m not aware that the goalie interference rule only applies to dead ball scenarios. I think that it’s illegal to interfere with the goal keeper’s release of the ball any time that they have control of it, including picking it up in normal play.
