Because there was more than just the one (initial) problem. If MCAS had been correctly implemented, the faulty (single) AoA sensor likely wouldn’t have been a fatal problem. The pilots of the October 28 Lion Air flight, after solving the problem mostly by coincidence, managed to fly the plan alright.
