I'd recommend MightText. It does all this in one app, and recently updated allowing you do some of the better features in Pushbullet.

It's largely because motion smoothing doesn't do a good job at it. If it looked half as good as content that was actually shot/filmed at these refresh rates, people wouldn't be nearly so bothered by it.
Motion smoothing is horrible in every way it makes a $200,000,000 movie look like it was shot on a cameraphone.
