I agree that the CIA isn’t supposed to operate on US soil. I still don’t see agents instantly arrested and held if they acted the way Diggle did.

Isn’t Diggle a licensed government agent? Why was he arrested? Isn’t he allowed to protect people legally? Like if a CIA agent jumped in to something like that I am pretty sure they would be ok.
