Good point, reducing collateral is probably tied with stopping power in requirements for cops.

I'm by no means an expert but I'm pretty sure this is why Law Enforcement prefer the Hollow Point to FMJ rounds. FMJ are designed to maximize penetration and internal damage. While JHP rounds are designed to maximize stopping power. The preferred option for Law Enforcement is to stop NOT kill.

While these make the headlines, I was blown away by the other mods on the many community sites. Its really difficult to pick the right ones actually. So many combat mods, graphics mods, I just wish I could get the right mix in a nice bundle and play through the title. I've opted to just keep in vanilla instead.
